The dust particles of concrete are very fine, and vacuuming will not remove them easily. Especially when you drill the hole for tapcon screws.
I’m suggesting a different tip. We use it all the time and got the best results.

You need to get a new power supply that will increase the voltage from 110V to 220V so that machine will work, otherwise it will not work because of low voltage.
Plug is not the issue here because you will get the convertible adopter anywhere on ebay or amazon -

This is How you cn keep your tools clean to increase the durability and life:
Step 1 – Scrape and soak: Tools
Step 2 – Dump and refill: Dump Dirty Water and Fill the Bucket with Clean Warm Water.
Step 3 – Scrub: Use Scrubbing Brush to Wash the Tools.
Step 4 – Rinse and dry: Tools

I have installed once with my dad, took a half day and hell a lot of energy. If you have the tools and power you can do it. Just make sure to get the right parts at the right place using the cabinet installing manual.

Moisture creates bubbles and the paint starts to peel off. It might be the moisture issue but it is not a serious one because the paint is still intact and bubble is still under the paint. You should peel off the paint your self and check what is the problem with the planks.

I think you should get the leak fixed before it can do any more damage. The thing is that if the water is getting under, it will create more problems to the flooring.
