Thick water proofing sealer is thick on brick ledge

    New construction with ICF basement walls has very thick water proofing tar piled up on the brick ledge. Is it ok to lay brick on this sealer or are their building codes against it? Seems to me the mortar bed wouldn’t pass code but the installer said it is ok to use as is for laying brick.

    I guess I would ask an inspector what they will allow. It seems to me that the weight of the brick could possibly compress the waterproofing and cause cracking of the brick in the future.

    Is that an anchor bolt laying in the waterproofing?
